(QNO) - Governmental Directive 26 has just been issued, focusing on promoting the production, circulation, consumption, and export of agricultural products in the context of Covid-19.
Agricultural development support
The 4th wave of the Covid-19 pandemic has created negative impacts on agricultural production, circulation, consumption, and export especially in the areas of social distancing.
Agricultural products were backlogged while prices went down dramatically. Some production chains could be broken, affecting the supplies in the coming time, particularly in the 2022 Lunar New Year.
So, the Government asked the Ministry of Agriculture and Rural Development, agencies and services, provinces and cities to have measures to avoid the break of agricultural production chain.
All the localities should prepare everything for the next crop, ensuring a sufficient supply to domestic markets and export.
At the same time, it is necessary to have a linkage between raw material areas and processing businesses to raise the values of agricultural products.
Besides, there should be a plan for agricultural restructuring with three product axes (national key products, regional specialties, and OCOP products).
Local governments have to focus on building circular and digital economic models, providing traceability codes for agricultural products, strengthening advertising and commercial (especially e-commercial) promotion, providing solutions to diseases of livestock, plants and aquatic products.
It is also important to open official export markets of agricultural products.
Unfreezing the flow of agricultural products
The reopening of domestic traditional and wholesale markets is essential in the localities where the Covid-19 pandemic has been controlled and people are required strictly to follow the epidemic prevention measures.
The local governments also have to provide necessary support for the Covid-19 prevention and control.
Besides, there should be negotiations on more border gates opening and customs clearance for agricultural export, especially vegetables and fruits.
At the same time, it is necessary to promote the consumption of Vietnamese agricultural products abroad, especially through e-commerce channels.
Moreover, the transportation system is also required to be connected across the country, facilitating the movement of agricultural products and materials throughout the country.
The banking system is responsible for capital, meeting the capital demand for production, processing, circulation, consumption, and export of agricultural products.
It is encouraged to develop credit products and banking services exclusively for the agriculture, simplify loan procedures to create favourable conditions for farmers to borrow money.
All localities have to take the initiative for production, consumption and export of agricultural products, ensuring the agricultural production chain and the stability of people's lives, promoting the local growth.
