"Decode" the competitiveness

Quang Nam is reaching to a better investment environment where the local authorities should listen to and meet businesses’ demands with appropriate policies.

4 increases

The Quang Nam Provincial Competitive Index (PCI) in 2016 was 61.27, ranking 10th of 63 provinces and cities all over the nation and just following Da Nang city in the central coastal region. It was the second time Quang Nam had successively been in top ten provinces and cities with the highest PCI.

The survey carried out by the Vietnam Chamber of Commerce and Industry (VCCI) showed that Quang Nam had 4 sub-indices increasing (including entry costs, fair and effective legal procedures, transparency and access to information, and proactivity). The PCI told the Quang Nam provincial authorities’ attentions to enterprises and their development.

According to Director of the Quang Nam center for Public Administration and Investment Promotion Vo Van Hung, it takes about 3-5 days to complete a business registration process, which encourages start-ups. The information of planning, legislation, and budget is public. Especially, it is the flexibility, dynamism, creativity, and innovation with initiatives, mechanisms and policies timely supporting enterprises that help to solve their difficulties and develop their businesses.

Although the PCI in 2016 increased in general, but there were 6 sub-indices decreased. The problem lied in the administrative reforms. So, the provincial competitiveness was unstable.

Among the sub-indices dropping down, the index of land access fell 11 levels. It is noteworthy that the index of informal charges reduced the most dramatically, down 17 levels. This reduction was a manifestation of the negativity. Business support was also limited or unqualified. So, micro-small and small businesses had a lot of difficulties approaching provincial business support policies. Moreover, they had few chances to give their ideas or opinions for the local economic development.

Labor quality is also a problem that needs to be solved. Many businesses found it difficult to recruit their personnel. So, the index of labor and training ranked 39/63, down 7 levels and ranked 11th out of 12 provinces and cities in the Central coastal region. It was really surprising that the businesses doubted the ability to be legally protected. At the same time, the problem of corruption was also unreliable.

Vice Chairman of the provincial People's Committee Le Tri Thanh suggested Quang Nam striving for the top 10 provinces and cities with the highest indices in Vietnam from 2018 onwards. So, the local authorities should make efforts to improve the quality of management and services for the local competitiveness and socio-economic development.
