(QNO) - The Chu Lai Open Economic Zone (OEZ) has attracted more and more big investment projects since the implementation of Resolution No. 09-NQ/TU dated on May 4, 2012 at the 10th Congress of the Quang Nam Party Committee (CPC, term XX). At the 8th CPC (term XXI) on July 4, 2017, a discussion of the direction and solutions to the development of the Chu Lai OEZ in the new period occurred. Difficulties and pressures in terms of investment mechanisms and capital for infrastructure were forecasted.

Building the image
The atmosphere of the Chu Lai OEZ is always busy with the transport of goods and materials at the ports of Tam Hiep and Ky Ha. Besides, THACO - the leading crane of this area has just announced that it produced more than 48,100 vehicles of all kinds, selling 47,018 units, and getting VND26,558 billion of revenue. It is expected that there will be 42,330 more cars manufactured by the end of 2017. The THACO bus factory will be put into operation in September. The THACO Mazda passenger car factory (with a capacity of 100,000 units per year) will also be inaugurated in March, 2018. According to Permanent Deputy General Director of THACO Pham Van Tai, THACO will spend about USD 3 billion building more factories, investing in the urban area, and becoming the national center for multi- purpose mechanics and automobile.
At present at the Chu Lai OEZ, there are 37 projects (except THACO) in operation with an increase of USD 369 million of investment capital. The value of industrial production goes up 45% annually (accounting for 57% of the total industrial production value in Quang Nam), making up 75% of the budget, creating 8,300 more jobs.
The Chu Lai OEZ has really attracted some strategic investors with motive projects, fostering the development of this area and the Southeast Quang Nam in urban areas, tourism, automobile industry, gas power projects, garment- textile and support industries, aviation, ecological and hi-tech agriculture projects. There are cooperation reports of Chow Tai Fook Group, Suncity Group and Vinacapital; THACO, Hyundai, Mazda and Peugeot; Petroleum Vietnam and Exxon Mobil (USA); Panko Group and Korea Textile Trade Association; the Vietnam Airlines Corporation, Vinpearl and their partners in the projects of a fishing port system and high-tech eco-agriculture.
The Chu Lai OEZ is one of the 8 key national economic zones to be invested in the period 2016 – 2020. It has laid the foundation for Quang Nam province to be in the top provinces and cities with the budget of VND 10,000 billion and budgetary regulation to central from 2017 on.
It should be recognized that Chu Lai has been made the Quang Nam fame. The image of Quang Nam is closely attached to the Chu Lai OEZ. Most of the investment projects in Quang Nam focus on Chu Lai. At the Quang Nam investment promotion conference 2017, two thirds of the projects were invested into the Chu Lai OEZ. The latest, the hospitality project made by the Thien Minh Group (Vietnam) and TUI Group (Germany) will also be implemented in this economic zone.

According to Mr. Do Xuan Dien, Head of the Management Board of the Chu Lai OEZ, more than 10,000ha of land area are reserved for the implementation of 6 groups of strategic investment projects. It is easy to see that Quang Nam is betting on the development of six motivational project teams in the Chu Lai OEZ. Each of them has a private role in stimulating the development of the economic zone itself and the provincial socio-economy.
The view of Quang Nam is to build the Southeast into a dynamic development zone, a provincial center for industry, urban area, tourism and services, and the key economic region of Central Vietnam by 2025. Therefore, the improvement of state management should be paid attention and go hand in hand with the planning, compensation, ground clearance, resettlement support, mechanisms and policies on investment attraction, the industrial development of automobiles, textile support, Chu Lai Airport, and the national project of gas and power. Right now, the problem of infrastructure needs to be priorly solved, including the rest of the coastal road from Hoi An to Tam Ky and from Tam Ky to Chu Lai airport; the connecting roads between the eastern part of the National Highway 1 and the Da Nang – Quang Ngai expressway; the transport links between the functional areas to the industrial parks and resettlement, urban, tourism areas to form a closed industrial, urban, service chain; speeding up effective investment promotion. Mr. Dien said that Quang Nam needs more investors to succeed. However, before the “investment fever” nowadays, it is necessary to have more evaluations, scientific orientations in order to identify the Chu Lai appearance.
