Giving a speech at the opening ceremony of the “Japan Cultural Days in Quang Nam” and "The 16th Hoi An-Japan Cultural Exchange 2018”, Ambassador Sugi Ryotaro expressed his happiness when witnessing such a formal event. He reminded of the first Japanese cultural festival to be held in Hoi An 20 years ago. At that time, he and his fellows decorated Hoi An with coloured lanterns and carp flags. He was extremely moved when seeing his memorial stele being preserved in the Museum of Hoi An. He also felt honoured by the fact that his carp flags and coloured lanterns were still used to decorate Hoi An in the festivals.
Sugi Ryotaro first came to Vietnam in 1989. At that time, Chairman of the Council of Ministers of Vietnam Do Muoi said to him that Vietnamese politics and economy were stagnant due to wars. Vietnam wished to take advantage of all the opportunities to become a country like Japan.

Then, Mr. Sugi Ryotaro promised to use cultural power as a main tool to strengthen the friendship between Japan and Vietnam. According to Sugi Ryotaro, along with politics and economy, culture (namely mutual understanding, respect and exchange) is very important to set up all the relations. The good friendship between Vietnam and Japan is a result of many regular cultural exchanges during a long time.
He hoped that everyone could understand more about Vietnamese and Japanese cultures through the cultural festivals, and the diplomatic relations between Vietnam and Japan became better and better. He did not also forget to send the best wishes to everyone at the event.
