The development of marine economy

(QNO) - The marine strategy issued in the Resolution No. 09-NQ/TW dated February 9, 2007 by the 10th Central Committee of the Vietnamese Communist Party was highly appreciated by the 9th Conference of Quang Nam provincial Party Committee thanks to the achievements of 10 years of implementation. However, Secretary of the Quang Nam Party Committee and Chairman of the provincial People's Council Nguyen Ngoc Quang claimed the difficulties that can be seen after 10 years, and suggested the patience and changes in the coming time.

Valuations

Focusing on the development of marine economy via sea and islands potentials and advantages, Quang Nam has promulgated a lot of new policies such as incentives for fishermen to build and repair offshore fishing vessels, building safe aquaculture areas, setting up Fishermen Support Fund, improving infrastructure, and attracting investment into seas and islands. According to Standing Vice Chairman of the provincial People's Committee Huynh Khanh Toan, social security policies have been implemented well in these areas. People's lives have been improved, helping to reduce poverty there. National defence and security have been strengthened, contributing to the sovereignty protection of seas and islands. Besides, administrative reform, investment attraction, responding to climate change and sea level rise, disaster mitigation, etc. have been paid attention frequently.

The development of the Quang Nam coastal and marine economy is deployed in two main regions, Hoi An city and Dien Ban town in the North, and the Chu Lai Open Economic Zone (OEZ) and Tam Ky city in the South.

The Chu Lai OEZ is developed as one of the crucial economic zones in the national coastal area, and as the key economic zone of Central Vietnam. There are now 98 licensed projects with a total investment capital of over USD 1.9 billion in the Chu Lai OEZ. 68 of them with nearly USD 805 million are in operation. A lot of large-scale projects have been invested. Some national projects are being promoted. The Chu Lai OEZ with its achievements makes a great contribution to provincial budget revenue, creating key industrial products, contributing to the Quang Nam economic reconstruction.

However, the infrastructure in the Quang Nam coastal region has not been developed harmoniously. Namely the traffic and aquaculture infrastructure systems have not met demands of the development. Fishermen have not been acquainted or equipped with new/modern processing technologies in sea products. So, human resource training associated with modern technological equipment is really necessary at this time. It is important to re-plan river system for the aims of travel, tourism, and logistics; to raise people’s awareness of living and production environment protection, preservation and promotion of cultural and spiritual values in the coastal fishing villages.

Solutions

Chairman of the provincial People's Committee Dinh Van Thu said that Quang Nam will centre on developing marine and coastal economy till 2020. The automobile assembly and manufacturing, and the mechanical engineering industries are regarded as spearheading in combination with the development of supporting industries in order to create high value chain. Therefore, the province will complete the infrastructure of industrial parks and clusters to improve the occupancy rate, creating jobs for coastal residents. The conservation and promotion of craft villages’ traditional values are invested in order to develop tourism. The coastal projects of tourism, resorts and golf courses are encouraged and speeded up. Besides, financial – banking and postal services, market and modern trading systems are developed. It is also important to dredge the rivers such as Truong Giang, Ban Thach, Co Co, Ky Ha and Tam Hiep in order for 30,000-ton ships to travel. In addition, the planning of the area around Chu Lai airport is carried out to identify the development space of the Chu Lai OEZ and the Southeast of the province.

In the spirit of the conference, the solutions to the development of marine and coastal economy in particular and provincial economy in general will be considered, adjusted and put into action.
