The idea of the World Oceans Day was proposed by Canada in 1992 at the Earth Summit in Rio de Janeiro (Brazil). In 1998, the World Oceans Day was recognized by the Intergovernmental Oceanographic Commission of the UNESCO on the occasion of the International Year of the Ocean in Lisbon of Portugal, in which Vietnam was a participant. In 2009, the World Oceans Day was recognized by the General Assembly of the United Nations in order to raise the awareness of the special role of seas and oceans in human daily life that we need to protect.
